Canada ISED Certification: A Wireless Product Importer Checklist for 2026

Introduction

An FCC-approved Bluetooth or Wi-Fi product is not automatically ready for Canada. Importers must identify the applicable Innovation, Science and Economic Development Canada requirements, confirm certification or other conformity treatment, and match the marketed product to its listing, model identifiers, label and user information. In July 2026, ISED published RSS-Gen Issue 6, making a current document check especially important for new projects.

The official RSS-Gen Issue 6 sets general requirements for radio apparatus. Category I apparatus cannot be imported, distributed, leased, offered for sale or sold unless appropriately listed on ISED’s Radio Equipment List. Product-specific RSS standards can also apply. This guide supports purchasing controls, not engineering certification advice.

Ask the supplier for the Canadian authorization package, not only an FCC grant or CE report. Check the certificate holder, product marketing name, hardware version, firmware version where applicable, test report, photographs, antennas, module integration instructions and labeling. If any identity differs from the order, resolve it before artwork approval.

Start With Radio Function Mapping

List every intentional transmitter and receiver: Bluetooth, Wi-Fi, cellular, NFC, proprietary sub-GHz links, remote controls and wireless charging communication where relevant. Record frequency bands, maximum power, antenna type, module model and simultaneous operation. A product catalog description often omits technical functions that matter to certification.

Separate radio apparatus from other electronic requirements. ISED radio authorization does not itself demonstrate product electrical safety, battery transport readiness, consumer-product compliance or privacy/security adequacy. Use one project matrix with separate owners and evidence for each area.

Category I and Category II

RSS-Gen distinguishes equipment requiring certification from equipment exempt from certification but still required to comply with applicable procedures and standards. Read the Listing, Certificate and Test Report Together

The Radio Equipment List entry is a public identity checkpoint, but buyers should also obtain underlying supplier records. Compare the ISED company number and unique product number, hardware version identification number, product marketing name, frequency ranges and equipment class with the purchase order.

Review photographs and operational descriptions. If the factory presents a certificate for a visually similar model, ask for a variant explanation. A shared enclosure does not prove the same PCB, antenna, power or firmware. Keep screenshots or dated lookup records in the importer file because listings and product revisions can change.

RSS-Gen Issue 6 Transition

Issue 6 replaced Issue 5 and includes revised labeling provisions, including QR-code labeling and provisions for very small devices, plus other technical changes. Do not assume an older project can simply use new artwork rules. Confirm transition timing and the applicable issue with the certification body for each filing or modification.

Using a Certified Radio Module

A certified module can reduce work, but only within its authorization and integration conditions. Obtain the module certificate, test evidence, antenna list, RF exposure instructions, host-label instructions and grant limitations. Confirm that the host enclosure, antenna placement, ground layout, power and simultaneous transmitters remain within the approved conditions.

RSS-Gen addresses host marking when the module’s label is not visible, commonly using “Contains IC:” followed by the module certification number. Copy the exact identifier from controlled evidence. A module label does not eliminate every host-level assessment; additional testing or filing may be required depending on integration.

Firmware and Antenna Control

For certified products, RSS-Gen links the exterior or electronic label to the ISED certification number and hardware identifier. Product packaging can carry additional information, and e-labeled devices still have importation and purchasing considerations. Inspection cannot measure every RF parameter. Its strongest value is preventing a lot with the wrong module, label or manual from leaving the factory. If identity cannot be matched to the evidence file, hold release and investigate rather than assuming the difference is cosmetic.

Certification Coordination and Connected-Product Boundaries

Ask suppliers for module manufacturer, ISED number, hardware and firmware identifiers, antenna details, grant limitations, host assessment, Canadian statements and label location.
